WCU Design and Construction Department oversees the development of design and documentation for each project at West Chester University and establishes the standards to be incorporated into each project. In addition to these standards, Design Professionals shall prepare documentation of a project for implementation in accordance with these pre-established standards, and the requirements of Commonwealth of Pennsylvania, Pennsylvania State System of Higher Education (PASSHE or ‘the System’), and the Pennsylvania Department of General Services documentation standards (see respective websites for details).
On each project, the Design Professional shall submit the design checklist (attached herein), along with the deliverables at the end of each design phase for University’s review. The status of each item shall be indicated on the design checklist, with a check mark meaning the item has been submitted, or a written statement of justification for those items not included.
Each item required in a previous phase shall be further developed and submitted as part of the subsequent phases. Submissions shall be made at the conclusion of each of the following phases (unless otherwise noted in the Professional’s contract):

The following transmittal / checklist shall be completed and attached to each submission package in quantities as stipulated:
General Criteria
Schematic Phase

- Comparison of capacities i.e. programmed space sf vs. design
- List of applicable building codes
- Building code review describing compliance for major code issues and building systems
- List of anticipated variance requests

- Verification statement indicating the design complies with the established WCU project program and cost criteria
