GROW PA Funding Opportunities

GROW PA aims to support the PA workforce with funding opportunities for both PA residents (new and returning students) and incoming first year non-PA residents enrolled at WCU. Communities across the Commonwealth have experienced the growing crisis of a declining workforce within certain in-demand occupations. The Pennsylvania General Assembly established the Grow PA Scholarship Grant (Grow PA Grant) Program in 2024 to help build the workforce in PA.

Students who are planning to apply for these funds should take note that they will revert to loans if students are not able to meet the following requirements:

  • Continuously enroll in an approved program of study that leads to an approved high-demand occupation within PA
  • Meet the work commitment in PA after ceasing enrollment or graduating in an approved high-demand field.
  • File the Free Application for Federal Student Aid (FAFSA®) each year at https://studentaid.gov in a timely manner. The FAFSA form opens on October 1st each year. Students who previously filed their FAFSA and received an initial financial aid offer may see an adjustment to their offer as these funds are applied against your cost of attendance (financial aid budget) and unmet financial need.
  • Meet satisfactory academic progress (SAP) for Title IV (federal) financial aid. Please review the WCU SAP policy

How to Apply

Students can apply and sign their required master promissory note on PHEAA's Account Access using the following instructions:

Complete the Grow PA Scholarship Grant Application and submit the completed form through Account Access, following these steps:

  1. Sign in to Account Access.
  2. Select File Upload.
  3. Select PA Special Programs (see list of WCU approved programs below)
  4. Select Grow PA Scholarship Grant Application.

In-State Students (PA Residents) Scholarship Grant Program

  • The Grow PA Grant Program provides grants (maximum award of $5,000 per year) to students who meet the qualifying criteria. A student can receive a Grow PA Grant for a maximum of 4 academic years.
  • After graduation, students are required to live and work in PA, within an in-demand occupation, for a number of years equal to the number of years in which they received the grant. That means your total years of Grow PA Grant funding must equal your total years of qualifying employment in the state—up to 4 years.

First Year Out of State Students (non- PA Residents) Tuition Waiver Program

The Grow PA Waiver Program provides in-state tuition to out-of-state students at PASSHE schools. A student can receive a Grow PA Waiver for a maximum of 4 academic years. Fees will still be charged at the out of state grant amount.

After graduation, students are required to live and work in PA, within an in-demand occupation , for a number of years equal to the number of years in which they received the grant. That means your total years of Grow PA Grant funding must equal your total years of qualifying employment in the state—up to 4 years.

To be considered for the Grow PA Waiver Program, you must:

  • File the 2025-26 Free Application for Federal Student Aid (FAFSA®)
  • Be considered an out-of-state resident
  • Be a first-year student enrolling for the 2025-26 academic year
  • Have a high school GPA of at least 2.5 on a 4.0 scale
  • Be enrolled full-time, in-person, in an approved course of study at a PASSHE school
  • Meet satisfactory academic progress for Title IV financial aid
  • Have not earned a bachelor's degree
  • Sign a Master Promissory Note (MPN) agreeing to repay all funds received if the work requirement is not met, including any potential interest accrued
