Mitigation Strategy
West Chester University requires all campus community members to adhere to the following basic protective health requirements:
- Wear a mask over your nose and mouth when indoors, in classrooms, common areas, hallways, stairwells, elevators, on University shuttles, and when in close proximity to others while outdoors.
- Maintain social distance of six feet apart.
- Comply with social distancing signage on campus.
- Know the symptoms of COVID-19.
- Monitor your health daily.
- Stay home if you feel ill.
- Cover your mouth and nose when coughing or sneezing.
- Wash your hands as often as possible.
- Minimize gatherings and meetings.
Use of personal protective equipment (PPE)
- All individuals should wear appropriate PPE that covers the mouth and nose in all classrooms, common areas, and places where a 6-foot distance between individuals cannot be maintained. Faculty/staff are not required to wear a face mask when alone in their office, when their office door is closed, but should do so if someone enters their office.
- CDC guidance does not recommend using face shields as a substitute for masks, or masks that have an exhalation valve or vent.
- Students are not required to wear masks in their living spaces. Students in residence halls and apartments should continue to wear face masks in common areas.
- WCU community members may use the WCU-issued face masks or their own personal protective equipment if the equipment is in alignment with the latest guidelines released by public health authorities.

Hygiene requirements
- Cleaning service levels across campus will be increased to align with the CDC’s Reopening Guidance for Cleaning and Disinfecting.
- Sanitizing stations with wipes (for use on hard surfaces, door handles, etc.) and hand sanitizer dispensers have been placed in every classroom and the common areas of office suites. All classrooms having face-to-face instruction and other high-touch areas will have enhanced cleaning and sanitizing protocols.
- Custodial service will replenish critical supplies such as sanitizer and cleaning wipes through service-upon-request process.
- For those courses that must include face-to-face instruction, classrooms have been evaluated and signage installed to ensure that six-foot social distancing guidelines are maintained. Clear barriers (roll-up or rigid) have been installed at the instructors’ desks. All individuals occupying those spaces are encouraged to use these products when they enter those areas, including prior to the beginning of each class.
- Faculty and staff who are required to be on campus are responsible for maintaining their personal space with the sanitizing products provided.
- Space barriers (roll-up or rigid) will be installed in offices where in-person visits are required. Similarly, plastic shields are installed for lecterns and instructors’ desks.
- Signage is being installed across campus to encourage social distancing both inside buildings and outside.
- Congregating in hallways, stairways and other places inside the building will be strongly discouraged.
- Traffic will be guided via signage and floor markings in certain buildings to ensure social distancing.
Social distancing/gatherings
- All employees, students and visitors are required to practice social distancing while on campus.
- Occupants are to stay to the right while navigating stairs, hallways and entrances/exits. Try to maintain common traffic patterns as if they were roadways.
- Students attending courses on campus should avoid arriving at their class too early to reduce congestion in the hallways. Classroom occupancies have also been greatly lowered to help reduce congestion and to maintain social distancing.
- Elevators capacities have been reduced based on social distancing and the reduced capacity will be displayed in front of each elevators.
- Social distancing floor markers will be installed where appropriate.
- Physical barriers (e.g. plexiglass or rollup barriers) will be installed at counters in areas where it is difficult to maintain 6-ft. social distancing, as deemed appropriate.
- All non-instructional meetings must occur virtually.
- Occupants are expected to maintain social distancing when in a lounge/lobby/study room/conference room. The furniture will be reduced where possible.
Campus environment modifications (classrooms, buildings, space, residence)
Buildings
- Occupancy will be reduced in elevators to no more than two (2) individuals.
- Plexiglass or rollup guards and partitions have been installed in high-traffic, student-service areas where social distancing is not possible.
- Hand sanitizer will be available throughout the buildings.
- Facilities will explore programming to maximize the volume of outside air. This includes operating the exhaust fans as well as opening the outside air dampers. Increasing air filters to HEPA is dependent on each piece of equipment and its capability. These processes follow the EPA and ASHRAE guidance.
Classrooms
- Classrooms and general meeting rooms will be upgraded with technology (audio and video) to allow for concurrent remote learning wherever possible.
- All classrooms for face-to-face instruction and other high-touch areas will have enhanced cleaning and sanitizing protocols. Signage will be posted in and around all classrooms in use to: (1) encourage social distancing guidelines and (2) discourage congregating in hallways outside classrooms.
Residence Halls
- Campus residence halls will be de-densified to limit crowding and minimize the spread of COVID-19.
- All students living on campus will be assigned their own bedroom and bathroom.
- Lounge furniture is being rearranged and/or reduced to limit gatherings.
- Elevator occupancy will be reduced to allow for social distancing, and signage will be installed to advise students of updated elevator capacities.
- Students are to maintain social distance while using common areas including the community kitchens and laundry rooms.
Schedules (telework)
Employee density level on campus will range from thirty-three to less than fifty percent (33 to <50%) as a target on any given day. Using a rotation schedule, WCU will ensure that in-person service is provided to our community members, while providing for social distancing for our employees. Many offices may not be fully staffed in person on campus, with a portion of the office continuing to work remotely on a rotating basis to aid in social distancing. Vice Presidents in concert with their Associate and Assistant Vice Presidents and Deans, will review their organization and determine the staffing rotation.
