View and Pay Bill

How to View Your Bill

Students:

Students may view their bill by logging in to RamPortal -> "Student Financials (Bursar)" tile/card -> "Make a Payment" link -> "View Statements" button.

Parents/Guardians:

Parents and/or guardians must be added by their student as Authorized Users in TouchNet to view bills, make payments, enroll in payment plans, and more. TouchNet is WCU's online tuition management and payment system.

Paying Your Bill

Paying Online:

TouchNet is the university's online system for managing and paying tuition payments.

In order for parents/guardians to have access to TouchNet, students must add them as an Authorized User in TouchNet:

Paying In Person or via Mail:

Payment is available via in-person (cash, money order or check) and by mail (check or money order).

Payment Methods

* Payments received after the due date are subject to a late payment fee.
* If a payment is returned, a $25 returned payment fee will be applied to the student account. Students enrolled in a payment plan may have their plan terminated.

Payment Plans

West Chester University is pleased to offer Payment Plans to help make paying for college more manageable and affordable. Payment plans are available for the Fall and Spring semesters.

Tuition Bill Due Dates

Billing for 2026 Fall Semester

  • Tuition rates for the upcoming academic year are approved each summer by the Board of Governors of Pennsylvania’s State System of Higher Education (PASSHE). Fall semester bills are typically issued in July and due in August.

Billing for 2026 Summer (all sessions)

  • April 17, 2026: Summer Session bills available to view in RamPortal and TouchNet
  • May 11, 2026: Summer tuition bills due for all summer sessions.

Billing for 2026 Spring Semester

  • December 9, 2025: Spring semester bills available to view in RamPortal and TouchNet
  • January 5, 2026: Spring semester bills due.

About Billing

Tuition rates are approved by the Board of Governors of Pennsylvania's State System of Higher Education (PASSHE) each summer for the upcoming academic year. After tuition rates are approved, bills will become available for students to view via RamPortal and pay via WCU Bill + Payment TouchNet (TouchNet is WCU's online system for managing and paying tuition payments).

Students receive an email (sent to their WCU email account) when bills/new charges are available. Students MUST check their WCU email regularly! Students are required to monitor their account regularly for additional charges.

Students are expected to pay their tuition by the due date to avoid cancellation of their schedules and late payment fees. Financial holds are placed on student accounts with any unpaid balance.
