PA Public School Certification: Application Process

When should I apply for my PA certification?

  • Bachelor's or master's degree candidates cannot apply before the month their degree will be conferred (ex. December graduates can begin applying December 1st)
  • Post-baccalaureate (non-degree) candidates can apply during the month of program completion

Can a Non-US Citizen Earn PA Certification? American Flag

The Pennsylvania Department of Education (PDE) requires candidates applying for Pennsylvania state certification to be a U.S. citizen.

Teacher candidates holding a Resident Alien Card (Green Card) can be issued certifications by PDE if they have filed a 'declaration of intent' to become citizens.

Please note, foreign language candidates applying for Instructional I certification in their native language are not required to hold a valid Resident Alien Card (Green Card), or declare their intent to become a U.S. citizen.

What is the application process?

  1. Complete the Intent form *Fill out during the semester of program completion
  2. At the completion of your program follow the steps below according to your program:

Note: Application processing time is currently 7 - 9 weeks once in "awaiting evalutation" status in TIMs. At this time all further questions should be directed to Pennsylvania Department of Eduction.

What is the certification processing timeline?

Certification Info timeline
  1. Commencement
    • During the month of commencement (December or May), you may apply in TIMS
  2. Final Grades are Posted within 4-5 days following commencement
    • Post Bac/Non Degree candidates verified in TIMS & letters of completion
  3. Degrees Conferred (ongoing)
    • TIMs applications for candidates earning a degree verified in TIMS
    • Letters of completion mailed automatically
  4. PA State Certification Approved within 7-9 weeks
    • Print certificate off of PDE dashboard

Can I be employed before my certificate is approved by the PA Dept. of Education (PDE)?

Yes! Gail Habbersett will automatically provide a letter of completion to each certification applicant who has:

  • Completed the Intent form
  • Met all academic & PA test requirements
  • Applied online through TIMS
  • Graduated (if applicable) or completed preparation program.

What can I do until I receive my certification? Many school districts accept this above mentioned letter of completion until a candidate's certification is approved.

What is the application fee?

$125 (Candidates with a dual certification pay only one fee)

What is the process if I am adding on to my certification?

Find details and apply through the PA Department of Education.

What is the process of obtaining out of state certification?

  • Many states require WCU's verification of program completion. In that case, obtain their form from their website, complete your portion, and submit the form to our office.
  • Refer to each state's department of education's website for specifics regarding their certification requirements.
